Presents a comprehensive methodological framework for comparing “private regulations” such as voluntary certification and eco-labeling programs, so as to better address questions as to how such programs compare and evolve over time. Applies the methodology in an analysis of the standards of the Forest Stewardship Council US and the Sustainable Forestry Initiative, comparing each program’s stringency on 48 key social and environmental issues from 2008 to 2016.
